Sealed Bids for the construction of the CR56-CR11A Sanitary Sewer Extension will be received, by City of Auburn, at the City of Auburn Clerk-Treasurer's Office, 210 East Ninth Street, Auburn, IN 46706,  until 10:00 a.m. local time on November 2, 2021, at which time the Bids received will be publicly  opened and read in the Norman E. Yoder Council Chambers at 206 East Ninth Street, Auburn, IN 46706.


The Project consists of constructing the following:


Approximately 580 LF of 8-inch gravity sewer, 20 LF of 12-inch gravity sewer, 440 LF of 15-inch gravity sewer, 100 LF of jack and bore 15-inch gravity sewer with casing, 4,785 LF of 6-inch force main, manholes, submersible lift station, and electrical.


Bids will be received for a single prime Contract.  Bids shall be as shown in the Bid Form.


The Issuing Office for the Bidding Documents is: Commonwealth Engineers, Inc., 7256 Company Drive, Indianapolis, IN 46237.  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Prospective Bidders may also examine the bidding documents via the Web-based service of Commonwealth Engineers, Inc. at


Bidding Documents also may be examined at the office of the City of Auburn Engineering Department, 210 S. Cedar Street (Second Floor), Auburn, IN 46706, on Mondays through Fridays between the hours of 8:00 a.m. to 4:00 p.m..


The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at The plan holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred and 00/100 Dollars ($100.00) plus 7% sales tax, per project division desired.


One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment of an additional non-refundable fee of Two Hundred Dollars ($200.00) plus 7% sales tax, per project division desired, via the web-based service of Commonwealth Engineers, Inc. at Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable.


Contract Documents will not be sold separate from the web-based service (i.e. All plan holders will be required to purchase through the web-based service). Partial sets of Contract Documents, Specifications and Drawings are not available. All addenda, which may be issued for this Project, will only be issued to each plan holder via email. For those whom also purchase printed Contract Documents, printed addenda will be provided as well. All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email).


No refunds will be issued for this project.


The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. NO bid may be withdrawn after the scheduled closing time for receipt of bids for at least 60 days.


A pre-bid conference will be held at 2:00 p.m. local time on October 19, 2021 at the Norman E. Yoder Council Chambers, 206 East Ninth Street, Auburn, IN 46706. Attendance at the pre-bid conference is highly encouraged but is not mandatory.


Bid proposals will be presented to the Board of Public Works & Safety for acceptance and award at a public meeting of the Board of Works & Safety at 9:00 a.m. on Thursday, November 11, 2021 in the Norman E. Yoder Council Chambers, 206 East Ninth Street, Auburn, IN 46706.


Bid packets shall include one (1) original and one (1) copy of all documents including proposals properly executed on the bid form with confirmation that copies of Addenda were received (if issued), and must be accompanied by an executed Indiana State Board of Accounts Form 96, Bid Bond, IRS Form W-9, E-Verify of Work Eligibility Status, Affidavit Concerning Employment of Unauthorized Aliens, Affidavit Concerning Investment Activities in Iran. The successful Bidder will be required to provide a Performance and Payment Bond each in the amount of one hundred (100) percent of the Contract amount.


Certification of Qualification Required: Copy of Valid Certificates of Qualification for Public Works Projects per IC 4-13.6-4 or IC 8-23-10 as Applicable. Required Only for Contract Award Greater Than or Equal to $300,000. Applies to all contractor tiers as defined by IC 5-16-13. Excludes suppliers as defined by IC 13.6-1-20.
