EXCAVATION, DISPOSAL, AND REGRADING IMPROVEMENTS PROJECT

 

ADVERTISEMENT FOR BIDS

 

Sealed Bids for the construction of the Greenfield Wastewater Utility – Excavation, Disposal, and Regrading Improvements Project will be received, by City of Greenfield, at the office of the Clerk-Treasurer, 10 S. State Street, Room 133, Greenfield, IN 46140, until 9:30 a.m. local time on Tuesday August 10, 2021. The Bids will be publicly opened and read at the Board of Public Works and Safety meeting 10:00 a.m.  No late Bids will be accepted.

 

The Project consists of constructing the following:

 

The project includes but is not limited to the excavation, removal, off-site disposal, and on-site stockpiling of approximately 80,000 cubic yards of urban/construction debris intermixed within the soil structure variable in type, quantity, and size of debris.  The project will occur at the City’s construction debris dump site located south of the existing wastewater treatment plant (WWTP). A Geotechnical Study, Environmental Review and Geophysics Investigation, and a Soil, Groundwater, Waste Management Plan (w/Addendum) have been performed / assembled / approved and are provided in the project specifications.  The majority of the excavated material is anticipated to be construction debris and will be hauled off-site for disposal at the local CGS landfill.  Some of the excavated material will be soil, which will be stockpiled on-site and addressed as part of the City’s WWTP Improvements Project (which is anticipated to bid and be initiated shortly after the successful outcome of this excavation project).  Sheeting will be required to be installed to protect a roadway, influent interceptor sewer, and maintenance building.  A new aggregate surfaced road is required to be installed on-site for purposes of performing the work while maintaining unfettered access to the WWTP by Owner.  The majority of the excavation will occur to the approximate maximum groundwater elevation identified in the Geotechnical Study.  Excavation seepage, runoff, etc. will be required retained and processed through the City’s WWTP by Contractor.  PPE level D is anticipated.  The Owner’s representative will be on-site to (1) identify debris type (landfill or stockpile), and (2) monitor environmental conditions.  Should the Contractor encounter unforeseen conditions that necessitate a change in PPE requirements, Contractor shall have provisions in place to address with minimal delay via the required Emergency Management Plan.

 

Bids will be received for a single prime Contract.  Bids shall be as shown in the Bid Form.

The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.  The plan holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred and 00/100 Dollars ($100.00) plus 7% sales tax

 

One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment of an additional non-refundable fee of Two Hundred and 00/100 Dollars ($200.00) plus 7% sales tax, via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.  Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable. 

 

Contract Documents will not be sold separate from the web-based service (i.e. All plan holders will be required to purchase through the web-based service).  Partial sets of Contract Documents, Specifications and Drawings are not available. 

 

All addenda, which may be issued for this Project, will only be issued to each plan holder via email.  For those whom also purchase printed Contract Documents, printed addenda will be provided as well.  All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email). Bidders shall assure that they have obtained complete sets of drawings and Contract Documents and shall assume the risk of any errors or omissions in Bids prepared in reliance on incomplete sets of drawings and Contract Documents.

 

No refunds will be issued for this project.

 

The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding.  Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  Any bid received after the time and date specified shall not be considered.  NO bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days. 

 

A pre-bid conference will be held at 10:00 a.m. local time on Monday August 2, 2021 at Greenfield Power & Light, 333 S. Franklin St., Greenfield, IN 46140.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.  A voluntary site visit will be made available immediately following the pre-bid conference.
