WASTEWATER IMPROVEMENTS PROJECT

 

ADVERTISEMENT FOR BIDS

 

Sealed Bids for the construction of the Wastewater Improvements Project will be received, by City of Princeton, at the office of the Mayor, 310 W. State St., Princeton, IN 47670, until 5:30 PM local time on June 22, 2020, at which time the Bids received will be publicly opened and read. 

 

The Project consists of constructing the following:

 

The project includes but is not limited to: upgrades at the City’s existing WWTP inclusive of rehabilitation to both aeration treatment trains, new clarifier splitter structure, rehabilitation of an existing 90-ft. diameter clarifier, new clarifier launder covers, new RAS/WAS pumps, a new scum pump station, new aerobic digesters, new UV disinfection system, new chemical Phosphorus removal system, new plant-wide SCADA system, and a new odor control system. This project also includes upgrades at the existing Pigeon Lift Station including, but not limited to, conversion to a submersible style pump station, complete with new pumps and controls, new wet well, new valve structure, and conversion of the existing wet well to a flow diversion manhole.  A new SCADA system will be installed for the entire collection system, including the newly converted Pigeon Lift Station.

 

Bids will be received for a single prime Contract.  Bids shall be as shown in the Bid Form.

The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.  The plan holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred and 00/100 Dollars ($100.00) plus 7% sales tax, per project division desired. 

 

One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment   of an additional non-refundable fee of Two Hundred Fifty Dollars ($250.00) plus 7% sales tax, via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.  Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable.

All addenda, which may be issued for this Project, will only be issued to each plan holder via email.  For those whom also purchase printed Contract Documents, printed addenda will be provided as well.  All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email).

 

No refunds will be issued for this project.

 

The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding.  Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  Any bid received after the time and date specified shall not be considered.  NO bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. 

 

A pre-bid conference will be held at 10:30 AM local time on June 4, 2020 at the City Hall, 310 W. State Street, Princeton, IN 47670.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.

 

Bid security shall be furnished in accordance with the Instructions to Bidders.

 

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver {add project specific waivers as applicable} apply to this contract.
