Sealed Bids for the construction of the Combined Sewer Overflow/Wastewater Treatment Plant Improvements will be received, by the Town of North Judson, at the office of the Clerk-Treasurer, 310 Lane Street, North Judson, IN 46366, until 6:30 P.M. local time on Monday, May 6, 2019, at which time the Bids received will be publicly opened and read. 

The Project consists of constructing the following:

Division “A” – Collection System Improvements

The project includes but is not limited to furnishing all labor, material, and necessary equipment for the separation of a section of the existing combined sewer collection system.  This includes the installation of new storm sewer, manholes and catch basins, new storm outfall, cleaning, televising, and CIPP of the existing sanitary sewers, and the rehabilitation of existing manholes.  Modifications at the existing WWTP to the excess flow pump station, and CSO piping immediately upstream of the existing headworks structure, and all other work required for the completion of the project and intended operation.

Division “B” – Wastewater Treatment Plant Improvements

The project includes but is not limited to general improvements to the Town of North Judson’s wastewater treatment plant (WWTP).  The work consists of making modifications to the existing excess flow basin to increase pumping capacity by adding a new chopper pump, replacing the existing oxidation ditch aerator drives with direct drive motors and VFD’s, new dissolved oxygen sensors, additional chlorine contact tank capacity, and installation of new flow meters at the existing excess flow pump station, new RAS pump station and existing WAS forcemain, a new sludge pump and controls combined with modifications to increase the capacity of the existing return activated sludge (RAS) and waste activated sludge (WAS) pumping facilities.

Separate Bids will be received for Division “A” – Combined Sewer Overflow/Collection System Improvements; and Division B” – Wastewater Treatment Plant Improvements.  Bids shall be as shown in the Bid Form.

The Issuing Office for the Bidding Documents is: Commonwealth Engineers, Inc., 7256 Company Drive, Indianapolis, IN 46237.  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents also may be examined at the office of the North Judson Town Hall, 310 Lane Street, North Judson, IN 46366, on Mondays through Fridays between the hours of 8:00 a.m. to 4:00 p.m.

The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at  The plan holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred and 00/100 Dollars ($100.00) plus 7% sales tax, per project division desired

One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment of an additional non-refundable fee of Two Hundred and 00/100 Dollars ($200.00) plus 7% sales tax for Division A; Two Hundred Fifty and 00/100 Dollars ($250.00) plus 7% sales tax for Division B, via the web-based service of Commonwealth Engineers, Inc. at  Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable.

All addenda, which may be issued for this Project, will only be issued to each plan holder via email.  For those whom also purchase printed Contract Documents, printed addenda will be provided as well.  All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email).

No refunds will be issued for this project.

The OWNER reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding.  Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  Any bid received after the time and date specified shall not be considered.  NO bid may be withdrawn after the scheduled closing time for receipt of bids for at least one hundred fifty (150) days. 

A pre-bid conference will be held at 10:00 A.M. local time on Thursday, April 18, 2018 at the Town Hall, 310 Lane Street, North Judson, IN 46366.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver {add project specific waivers as applicable} apply to this contract.
