General Notice

Town of Monon (Owner) is requesting proposals for the supply of Process Equipment for a planned Wastewater Treatment Plant Improvements Project to be bid at a later date. 

Sealed proposals will be received at the Town Hall C/O Clerk Treasurer located at 422 N Market Street, Monon, IN 47959, until Tuesday, November 22, 2022, at 8:30 a.m. local time. At that time, the proposals received will be publicly opened and read aloud.

Obtaining the Request For Proposals

The Issuing Office for the RFP Documents is: Commonwealth Engineers, Inc., 7256 Company Drive, Indianapolis, IN 46237.  Prospective Bidders may examine the RFP Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m. and may obtain copies of the RFP Documents from the Issuing Office as described below.  

Prospective RFP Bidders may also examine the drawings via the Web-based service of Commonwealth Engineers, Inc. at

RFP Documents will not be sold separate from the web-based service (i.e. All RFP holders will be required to purchase through the web-based service).  Partial sets of RFP Documents are not available.  Questions pertaining to this project shall be submitted as RFIs directly to Robert M. The RFP Documents will be provided via the web-based service of Commonwealth Engineers, Inc. at  The RFP holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred Fifty and 00/100 Dollars ($150.00plus 7% sales taxper project division desired

One set of printed RFP Documents may be obtained upon payment of an additional non-refundable fee of Two Hundred and 00/100 Dollars ($200.00) plus 7% sales taxvia the web-based service of Commonwealth Engineers, Inc. at  Requests for RFP Documents must also include a return street addresspost office box numbers are not acceptable. 

All addenda (if required), for this RFP, will be issued to each registered RFP holder via Procore. 

The OWNER reserves the conduct discussions with responsible offerors as allowed in Indiana Code 5-22-9.  The RFP includes a scoring sheet that lists 14 criteria that will be used to evaluate the proposals.  Price of the equipment is one criterion. The Owner reserves the right to reject any Proposals, or all Proposals, or to accept any Proposals or all Proposals, or to make such combination of Proposals as may seem desirable, and to waive any and all informalities in the Proposal process.  Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof.  Any Proposal received after the time and date specified shall not be considered. NO Proposal may be withdrawn after the scheduled closing time for receipt of proposals for at least thirty (30) days. 

Instructions to Bidders

For all further requirements regarding proposal submittal, qualifications, procedures, and contract award, refer to the RFP.  Separate, individual proposals for each piece of equipment SHALL be submitted.  Proposals packaging multiples pieces of equipment WILL NOT be accepted.  Each submitted proposal shall clearly identify on the submittal package which piece of Process Equipment is proposed.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

            The following waivers apply to this Contract:

            De Minimis,

            Minor Components, and

            Pig iron and direct reduced iron.

Build America, Buy America

The Proposal is required to comply with the United States Department of Agriculture, Rural Development Build America, Buy America (BABA) domestic preference requirements mandated by Title IX of the Infrastructure Investment and Jobs Act, 2021. The Act requires the following Buy America preference:

  1. All iron and steel used in the project are produced in the United States. This means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States.


  1. All manufactured products used in the project are produced in the United States. This means the manufactured product was manufactured in the United States, and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation.


  1. All construction materials are manufactured in the United States. This means that all manufacturing processes for the construction material occurred in the United States.
