The Advantages of Qualification-Based Selection (QBS) and Key Elements of a Strong Statement of Qualifications

When procuring professional services, selection based solely on price may seem cost-effective, but it often leads to higher long-term expenses. Qualification-Based Selection (QBS) offers a superior approach by prioritizing expertise, experience, and technical capability over initial cost.

Design fees typically represent a small fraction of a project’s total life-cycle cost. Choosing the lowest bid can result in incomplete specifications, poor design quality, and incorrect equipment recommendations – issues that drive up construction costs and shorten asset life. In contrast, QBS ensures that projects are designed for durability, efficiency, and compliance.

The QBS process begins with a Request for Qualifications (RFQ), which outlines the project scope, evaluation criteria, and submission requirements. Firms respond with a Statement of Qualifications (SOQ) detailing their experience, proposed team, and relevant capabilities. A selection committee reviews these submissions against predefined criteria to identify the most qualified firm.

A strong SOQ should demonstrate:

  • Relevant Project Experience: Proven success with similar projects.
  • Team Expertise: Depth of technical knowledge and leadership capability.
  • Funding Proficiency: Familiarity with programs such as SRF, USDA RD, and CDBG is essential for meeting strict timelines and securing funding.
  • Project Schedule: A realistic, well-structured timeline that reflects resource planning and risk management.

Once the top-ranked firm is selected, fee negotiations begin. If an agreement cannot be reached, negotiations proceed with the next most qualified firm, ensuring that quality remains the priority.

QBS delivers value by focusing on qualifications rather than price; owners safeguard their investment and reduce risk. A well-designed project minimizes costly errors, optimizes life-cycle performance, and delivers sustainable value.
