IURC AMP Reporting Form Is Now Available: What Indiana Utilities Should Prepare Before Submitting
Indiana water and wastewater utilities now have additional direction for completing the Indiana Utility Regulatory Commission’s required Asset Management Program reporting. This requirement is urgent for water utilities with legal names beginning A–L who must complete this requirement by July 1, 2026.
In our previous reminder, we noted that the IURC would be releasing the online AMP reporting questionnaire and that utilities should watch for instructions and deadlines. The IURC has now posted the reporting information, including the online AMP Report and a PDF version of the full questionnaire for utilities that want to prepare responses before beginning the online form.
The reporting requirement applies to certain water and wastewater utilities that are not under the IURC’s jurisdiction for rates and charges and are required to report on the status of their asset management program every four years. The law applies to public utilities, municipally owned utilities, not-for-profit utilities, cooperatively owned corporations, conservancy districts, and regional water districts, with the exception of regional wastewater districts.
Key Update: Prepare Before You Open the Online Form
The IURC has developed an online questionnaire that serves as the required AMP Report. Utilities should be aware that the online questionnaire cannot be saved and revisited later once started. The IURC recommends printing or reviewing the questions first, preparing responses offline, and then returning to complete the online submission in one session.
This makes preparation especially important. Before opening the online form, utilities should gather the required utility information, confirm the appropriate legal name, and identify the person or persons who can provide and verify the report information.
First-Cycle Due Dates Remain Phased
The first reporting cycle runs from 2026 through 2029. The due date depends on the utility type and the legal name of the utility:
- Water utilities with legal names beginning A–L: July 1, 2026
- Water utilities with legal names beginning M–Z: July 1, 2027
- Wastewater utilities with legal names beginning A–L: July 1, 2028
- Wastewater utilities with legal names beginning M–Z: July 1, 2029
Utilities that provide both water and wastewater service must report separately for each service according to the applicable schedule.
What Utility Information Will Be Needed?
When completing the IURC questionnaire, utilities must be prepared to share and/or confirm the presence of the following information that should already be included in the utility’s AMP :
General Information
- Identity: Legal name, type, industry, and start year.
- Location: Mailing address, physical address, website, and email.
- Contacts: Phone number and two responsible management individuals.
- Operations: Customer count, ownership, and Secretary of State registration.
AMP Status
- Inventory: Asset maps and written asset inventories.
- Maintenance: Inspections, criticality reviews, and costed repair programs.
- Planning: Conservation efforts and rate reviews supporting the AMP.
- Security: Completed cybersecurity assessments.
Managerial, Financial & Legal Capacities
- Operations: Operator certifications, system descriptions, plans, and procedures.
- Governance: Property documentation and active federal or state orders.
- Business: External contacts, contracting, and purchasing procedures.
- Finance: Financial statements, budgets, audits, and rate histories.
First Cycle Compliance: Submission Is the Priority
For the first four-year cycle, the IURC has stated that the only deficiency will be failure to complete the required report. A complete asset management plan is not required to meet compliance during the first cycle. However, future reporting cycles will focus on improvements, implementation, maintenance of the program, and management training.
That means the 2026–2029 cycle is an important starting point. Utilities should use this first report to understand where their AMP stands today, identify missing information, and begin preparing for the next cycle.
Not only is preparing and implementing the recommendations of AMP a sustainable utility management practice, certification of the completion of an AMP is also required in order to seek Indiana Finance Authority (IFA) State Revolving Loan Fund (SRF) financing.
