Chasing Down Interconnections – Town of Eaton Water Utility Improvements

As many communities know, strengthening and improving infrastructure systems can be a difficult, long, and expensive endeavor. As part of a USDA Water Utility Improvements Project, the Town of Eaton has been improving its water system. One of the most important—and often overlooked—parts of that effort has been tracking down system interconnections. These connections, some dating back decades, can impact everything from water quality to pressure to the long‑term reliability of the system.

A Project Decades in the Making

Thanks to a significant USDA grant and low-interest loan financing, Eaton has been able to complete one of the most transformative water improvement projects in its history. As part of this work, the Town and Commonwealth Engineers uncovered and addressed outdated or undocumented interconnections that affected the system’s performance.

These improvements are part of a much larger effort that has already delivered major upgrades to Eaton’s infrastructure, including new water mains, service connections, fire hydrants, system valves, repaved streets, ADA‑compliant sidewalks, and water tower structural and safety repairs.

What Are Interconnections—and Why Do They Matter?

Interconnections are points where water systems tie together. Over time, some interconnections may be poorly documented, outdated, or susceptible to backflow risks. Addressing them improves water quality, pressure consistency, and system reliability. In this case, the interconnections were leading to extremely high water loss and the inability to shut down old water mains.

Finding the Solution

Through extensive field work, investigations, and collaboration between the Town, the Contractor, and Commonwealth Engineers, several “unknown interconnections” were disconnected from the new infrastructure, allowing the old system to be decommissioned and the new infrastructure to be fully utilized.
