Commonwealth Announces Staff Promotions

Commonwealth Engineers, Inc. (Commonwealth) announces the promotion of the following staff members to expanded leadership positions. These individuals bring valuable resources and will provide strategic guidance to Commonwealth, ensuring continued and unparalleled value to our client communities.
PROMOTED TO BOARD OF DIRECTORS

Andrew Robarge, PE, is a partner and project manager who leads the Crown Point, Indiana Office. As of January 2025, Andrew is further representing the Northwest part of the state, being promoted to Vice President and Member of the Board of Directors.
Andrew graduated in 2007 from Trine University (Tri-State) with a B.S. in Civil Engineering and a Minor in Environmental Engineering and has spent his entire career with Commonwealth Engineers. Andrew has extensive experience in planning, modeling, design, and construction engineering of Water Resources projects and has been a project manager for large multi-million dollar projects focusing on Water Resource improvements. He is licensed in Illinois and Indiana and is a member of AWWA and IWEA for both States.
Andrew joins President Albert Stong, PE, and Vice Presidents Robert Bellucci, PE, and Toby Church, PE, on the Board of Directors. He looks forward to contributing to the company’s strategic initiatives and working with the talented team to achieve its goals.
PROMOTED TO PARTNER

Christopher (Chris) Limcaco, PE, has been named Commonwealth’s newest partner. He is a Purdue Graduate with a B.S. in Civil Engineering and a Senior Project Engineer with over thirty years of experience. Chris first worked for Commonwealth Engineers from 1992 to 1999. He then founded and became the Chief Technology Officer and Director for a global wastewater treatment manufacturing company for more than ten years. Chris also founded and operated an aquatic life support company that produces saltwater and freshwater fish and designed exhibits around the country including the Brookfield Zoo in Chicago, the Newport Aquarium, and Disney World’s Epcot Center. Chris holds over a dozen US and international patents for aquatic life support systems, wastewater treatment, and waste-to-energy processes. Chris was the recipient of the Water Environment Federation’s (WEF) prestigious Innovative Technology Award in 2015 and Senator Lugar’s Energy Patriot Award for Governor Mitch Daniel’s “Biotown” project in 2009. Chris returned to Commonwealth in 2019 to assist staff in evaluating and designing economical wastewater solutions using the best available technology and innovative design principles for their clients. Chris is based in our Indianapolis Headquarters and is a licensed engineer in Indiana, Kentucky, and Illinois.
PROMOTED TO ASSOCIATES PROGRAM
Natalie Schelling, PE of the Fort Wayne office, and Cierra Heckaman of the Indianapolis North office have been promoted to Commonwealth’s Associate Program. The Associate Program exists to develop talent within our organization and allows exemplary team members to grow in leadership roles. Commonwealth Associates represent the future of Commonwealth Engineers.

Natalie Schelling, PE, joined Commonwealth in 2016 after earning a B.S. in Civil Engineering from Trine University. Her professional experience includes the planning, design, and oversight of municipal infrastructure projects. Additionally, Natalie has experience using Hydraflow and AutoCAD Storm and Sanitary Analysis for hydraulic modeling to aid in the design of stormwater infrastructure. She is a licensed Water Loss Audit Validator and a licensed Professional Engineer in Indiana, a member of IWEA and AWWA, and serves on various Commonwealth Employee Committees.

Cierra Heckaman, earned her B.S. in Accounting and Finance from Indiana University, and her MBA with an Accounting Specialization from Devry University, Keller Graduate School of Management. Cierra joined Commonwealth in 2015 as a staff accountant and has since been promoted to Accounting Manager. She currently works out of our Indianapolis North office and oversees the day-to-day operations of the accounting department, works alongside the CFO on financial reports, analyzes financial data, and assists project managers with various project needs.
