EPA Lead & Copper Rule Improvements (LCRI): What Your Community Needs to Know in 2026

The Lead and Copper Rule Improvements (LCRI) is designed to protect public health by reducing lead exposure from drinking water. However, this rule also comes with many requirements for water utilities and the associated deadlines for each new task.

Below are some key points to help communities, utilities, and residents easily understand what is coming ahead.

Reminder: Why the LCRI Matters

Lead can enter drinking water through old pipes, service lines, and plumbing components. No amount of lead exposure is considered safe—especially for children—so the federal push to replace lead-containing materials has accelerated.

The updated LCRI requires full replacement of all lead and galvanized service lines that fall under the water utility’s control by November 1, 2037.

These requirements affect nearly every community water system, large or small.

Key LCRI Requirements

  • Annual Notifications & Reporting
  • Planning Requirements: Plan for Replacement and Baseline Inventory
  • Mandatory Replacement Requirements
  • Property Owner Coordination
  • Validation Requirements
  • Updated Water Sampling Plan and Protocols
  • Additional Sampling for Schools and Child Care Facilities

The Indiana Finance Authority’s State Revolving Fund (IFA-SRF) offers valuable support, but time is limited. 2026 is the final year to access the current round of grant funding and 0% interest loan programs. To qualify for these funds, Preliminary Engineering Reports (PERs) must be submitted by April 1, 2026. Funding may include:

  • 50% or greater grant for service line replacement and inspection work
