Albert Stong, PE (IN)
Title: President, Senior Project Manager

Al joined Commonwealth Engineers in 1997. Over the course of Al’s career at Commonwealth, he has served as a Project Manager / Engineer on numerous water and wastewater treatment plant (WWTP) projects. Currently, Al serves as Commonwealth’s Wastewater Treatment Plant Design Team Leader. Al’s responsibilities primarily include planning, design, and construction engineering activities associated with Commonwealth’s WWTP and wastewater conveyance projects.
Toby Church, PE (IN, OH)
Title: Vice President, Senior Project Manager
Office: Bowling Green, Kentucky
Toby has been in the Water Resources Industry for over 30 years. With his education and work experience, he possesses expertise in many areas of the Water Resources Industry, with a primary focus on the electrical and control field. Toby prides himself on being practical and working with the client to develop practical solutions. Toby is a professional licensed electrical engineer, AEE-certified energy auditor, and licensed master electrician. He has also had formal training in power quality analysis. Toby’s key skills include project management, controls system design, electrical system design, blueprints & schematics, generators & transformers, switches & circuit breakers, electrical code, troubleshooting, testing instruments, and motors & conduit. Toby is the office manager of our Bowling Green, Kentucky office.
Robert (Rob) Bellucci, PE (IN)
Title: Vice President, Senior Project Manager

Rob joined Commonwealth Engineers in 1996 after earning a B.S. in Civil Engineering from Purdue University. Rob is a boomerang employee who departed Commonwealth in the early 2000s to pursue engineering opportunities in Florida and was welcomed back in 2015. Rob is licensed in the State of Indiana, and his responsibilities include the management and oversight of the development, planning, design, and construction administration of wastewater, drinking water, reclaimed water, and landfill projects. Rob serves as the communications link with clients, contractors, and public authorities and is also responsible for managing Commonwealth’s construction inspection staff.
Andrew Robarge, PE (IN, IL)
Title: Vice President, Project Manager
Office: Crown Point, IN
Andrew is the office manager of the Crown Point office. He graduated in 2007 from Trine University with a B.S. in Civil Engineering and a Minor in Environmental Engineering and has spent his entire career with Commonwealth. He has extensive experience in planning, modeling, design, and construction engineering of Water Resources projects. Wastewater infrastructure experience includes sanitary sewer and manhole rehabilitation, CSO separation by constructing sanitary and/or storm sewers, construction of large diameter interceptors utilizing open cut and trenchless methods, force mains, siphons, pump stations, and various wastewater treatment facility improvements. His modeling experience includes the use of XPSWMM and EPA SWMM to analyze and recommend improvements for wastewater collection systems. Potable water experience includes water main extension and replacement, elevated storage, and water treatment facilities. Andrew is licensed in Indiana and Illinois.
Theresa Criss-Hartwig
Title: Partner, Chief Business Development & Marketing Officer
Office: Corporate Headquarters, Indianapolis, Indiana
Theresa oversees and executes business development efforts throughout the State of Indiana in conjunction with Commonwealth’s existing regional business development managers. Additionally, she often serves as the client liaison to ensure proper communication during various phases of the project.
Theresa is a certified grant administrator and has extensive experience in successfully assisting communities in obtaining funding for their infrastructure projects. She has helped rural communities in Indiana and Kentucky plan, develop, and secure funding for critical wastewater, drinking water, and storm drainage projects.
Theresa holds a B.A. in Government and Business Administration from Western Kentucky University.
Ann Dryer
Title: Partner, Chief Financial Officer and Corporate Treasurer
Office: Indianapolis North, Indianapolis, Indiana
Ann has been a member of the Commonwealth team since 2001 and serves as the CFO and Corporate Treasurer out of our Indianapolis North office. She obtained her B.S. in Public Financial Management from Indiana University, Bloomington, and earned her MBA with an Accounting Specialization from Indiana Wesleyan. As the Chief Financial Officer, Ann’s responsibilities include supervising the accounting team, managing financial performance, providing quality financial reporting for operational planning, working directly with the project managers and clients on various project issues, overseeing human resources and the firm’s benefits package, and assisting in various internal controls.
Ann was named the Indianapolis Business Journal CFO of the Year in 2023.
Brady Dryer
Title: Partner, Environmental Compliance Manager
Office Indianapolis North, Indianapolis, Indiana
In Brady’s previous capacity with the Indiana Department of Environmental Management (IDEM) Office of Water Quality (OWQ), Brady reviewed and approved Combined Sewer Overflow (CSO) Long long-term control Plans (LTCPs), and Combined Sewer Overflow Operational Plans (CSOOPs). He also composed appropriate language for National Pollutant Discharge Elimination System permits and Use Attainability Analyses (UAAs). Brady has experience in the areas of groundwater quality and karst geology.
As an Environmental Compliance Manager at Commonwealth, Brady assists multiple clients with the reporting of the achievements of CSO LTCP tasks and milestones; prepares Use Attainability Analyses for CSO Clients; negotiates CSO LTCP implementation schedule modifications with IDEM; presents both technical and regulatory issues to clients; assists in the preparation of Sanitary Sewer Master Plans and CSO LTCPs; assists clients with Industrial Pretreatment Program Assistance; prepares NPDES anti-degradation assessment reports; develops Wellhead Protection Phase II Plans; and acquires appropriate permits for construction projects.
Benjamin Adams, PE (IN)

Ben is the Fort Wayne Office Manager and has more than 25 years of experience in the planning, design, and construction management of municipal street, storm drainage, water, and wastewater facilities improvement projects. Municipal wastewater system experience includes both large and small-diameter sewerage interceptors, pump stations, force mains, vacuum collection systems, pressure collection systems, sewage treatment facilities, and CSO equalization facilities. Municipal water system experience includes transmission and distribution systems, elevated storage tanks, wells, and related water treatment facilities. Municipal storm drainage experience includes the design of storm sewer systems, detention/retention basins, and watershed studies. Street improvement experience includes the design of new streets, the reconstruction of existing streets, the inspection of street improvements, and related resurfacing activities.
Eric Parsley, PE (IN, KY)
Title: Partner, Senior Project Manager
Office: Evansville, Indiana
Eric has experience in a variety of different environmental engineering disciplines, including water, wastewater, solid waste, and air pollution projects. His duties involve design work, as well as assistance with regulatory compliance, permitting, and enforcement proceedings. He has prepared air permits for light, medium, and heavy industrial clients and is a trained hazardous waste site worker. He has performed spill response, environmental site assessment, and solid/hazardous waste characterization. Additional water experience includes assistance with the expansion and design of various water distribution systems. Wastewater collection system experience includes analyses of existing systems, flow metering, inflow and infiltration studies, combined sewer evaluations, and complete system design. Eric has designed improvements for existing industrial and municipal wastewater treatment plants as well as projects involving the construction of entirely new wastewater treatment facilities.
Drew Flamion, PE (IN, KY)

Drew has been with Commonwealth Engineers since 2006 and has a B.S. in Civil Engineering from the University of Evansville. He is a registered Professional Engineer in the states of Indiana and Kentucky and has over 17 years of experience working in the water resources industry. He has assumed leadership in the creation of utility master plans and preliminary engineering reports, design implementation, construction oversight, and involvement with all the various funding agencies. Drew has vast knowledge in stormwater, wastewater, potable water, and general civil projects, including but not limited to field evaluations, inspections, and assessment of existing facilities, planning and designing for rehabilitation, upgrades or new critical facilities, hydraulic modeling, various permit assistance, and construction engineering activities.
Jeremy Hardy, PE (IN)

Jeremy is the office manager of the South Bend office. He has sixteen years of experience with the planning, design, and construction services of water treatment, storage, and distribution facilities and wastewater collection, pumping, and treatment facilities. Municipal water system experience includes transmission and distribution systems, elevated storage tanks, wells, booster pump stations, and related water treatment facilities improvements. Municipal wastewater system experience includes both large and small-diameter interceptors, both large and small-diameter sewer rehabilitation, lift stations, force mains, low-pressure collection systems, and related sewage treatment facility improvements. Jeremy is licensed in Indiana.
Darren Wells, PE (IN, KY, IL, OH, WI) BCEE, ENV SP
Title: Partner, Senior Project Manager

Darren Wells, PE, BCEE, ENV SP, joined Commonwealth Engineers as a Senior Project Manager in 2022 with 26 years of experience in consulting engineering and project management. Darren has extensive knowledge and background in the planning, design, bidding, permitting, construction, and operation phases of water and wastewater infrastructure and treatment systems. Additionally, Darren currently serves as the Indianapolis North Office Engineering Manager, ensuring all projects out of this office maintain corporate standards as well as overseeing the day-to-day technical oversight and operations. Darren is licensed in Indiana, Kentucky, Ohio, Illinois, and Wisconsin; holds a B.S. in Civil Engineering from Purdue University; is a Board-Certified Environmental Engineer in Water Supply/Wastewater with AAEES and an Envision Sustainability Professional.
Christopher Limcaco, PE (IN, KY, IL)

Chris is a Purdue Grad with over thirty (30) years of experience in the planning, design, construction, and operation of wastewater treatment systems. Based on his education and experience he has extensive knowledge of the theory and design of wastewater treatment facilities. Chris worked for Commonwealth Engineers from 1992 to 1999.
After Commonwealth, Chris founded and became Chief Technology Officer and Director for a global wastewater treatment manufacturing company for over ten years. Chris also founded and operated an aquatic life support company that produces saltwater and freshwater fish and designed exhibits around the country including the Brookfield Zoo in Chicago, the Newport Aquarium, and Disney World’s Epcot Center. Chris holds over a dozen US and international patents for aquatic life support systems, wastewater treatment, and waste to energy processes. Chris was the recipient of the Water Environment Federation’s (WEF) prestigious Innovative Technology Award in 2015 and Senator Lugar’s Energy Patriot Award for Governor Mitch Daniel’s “Biotown” project in 2009.
Chris returned to Commonwealth full time in 2019. Chris’ role at Commonwealth is to assist staff in evaluating and designing economical wastewater solutions using the best available technology and innovative design principles for their clients. Chris is based in our Indianapolis Headquarters. He is a licensed engineer in Indiana, Kentucky, and Illinois.
Rachel Runge, PE (IN)

Rachel joined Commonwealth Engineers in 2010 after earning a B.S. in Civil Engineering from Purdue University. Since that time, she has been responsible for spearheading the planning, design, and construction engineering of potable water and wastewater projects. Rachel successfully develops designs from the initial engineering concept through post-construction monitoring. Rachel is licensed in the State of Indiana and is an active member of the Indiana Water Environmental Association and the Indiana Section American Water Works Association.
Andrew Cochrane, PE (IN), CFM

Andrew has experience in managing and designing infrastructure projects, including interceptor sewers, lift stations, force mains, wastewater treatment plants, storm sewers, and water distribution systems. His holistic and team-oriented approach to project management yields a high level of assurance and confidence to clients. Andrew’s diverse experience covers all project phases, ranging from surveying to construction administration/observation. Andrew has a BS in Civil Engineering from Purdue University.
Dale Gick, PE (IN)
Title: Associate, Project Manager
Office: Corporate Headquarters, Indianapolis, Indiana
Dale joined Commonwealth Engineers in 2021 as a senior Project Engineer and Manager to oversee projects involving dams, levees, and stormwater engineering. Since 1995, Dale worked for the Indiana Department of Natural Resources (IDNR), where he first started his career with the Water Division, then in the Division of Engineering as the Assistant Director over the Planning and Design Branch. In 2012, he was promoted to the Director of the Division of Engineering. Special accolades include being a part of a team that received the Governor’s Public Service Achievement Team Award for the design of an Asian Carp barrier at Eagle Marsh. He was also a 2017 recipient of the Purdue Outstanding Agricultural and Biological Engineering (ABE) Alumni Award. Dale holds a bachelor’s degree in Agricultural Engineering from Purdue University.
Travis Harper, PE (IN, KY)

Travis Harper, PE, joined Commonwealth Engineers in 2018 after earning a B.S. in Engineering from Western Kentucky University. Travis has been developing his technical skills regarding stormwater management and water/wastewater resources. Travis’s responsibilities include wastewater, drinking water, and stormwater system design, producing detailed cost estimates, producing Preliminary Engineering Reports for State Funding review, and utilizing hydraulic modeling software such as XPSWMM, HEC-RAS, HEC-HMS, and EPANET. Travis is in our Bowling Green, KY office.
Cierra Heckaman
Title: Associate, Accounting Manager

Cierra joined Commonwealth Engineers in 2015 and serves as the Accounting Manager out of our Indianapolis North office. She earned her B.S. in Accounting and Finance from Indiana University, Indianapolis, and her MBA with an Accounting Specialization from Devry University, Keller Graduate School of Management. As the Accounting Manager, she oversees the day-to-day operations of the accounting department, works alongside the CFO on preparing financial reports and analyzing financial data, and assists project managers with various project needs.
Ryan LaReau, PE (IN, MI)

Ryan started with Commonwealth Engineers in 2018. His experience includes roadway, water, wastewater, and stormwater projects. He has also worked extensively on MDOT jobs, including airport and highway projects. Ryan has spent time as an engineering technician and an inspector, as well as a design engineer and construction engineer, on a variety of design projects. He also has completed multiple asset management plans and preliminary engineering reports for a variety of water and wastewater systems. Ryan holds a BS in Civil and Environmental Engineering from Calvin College in Grand Rapids, Michigan. He is licensed in Indiana and Michigan.
Aaron Rohner, PE (IN, KY)

Aaron Rohner, PE, joined Commonwealth Engineers in 2015 after earning a B.S. in Engineering from the University of Southern Indiana. Since joining Commonwealth, his work has included project planning, design, and construction engineering for water, wastewater, and civil projects. He is an active member of the American Society of Civil Engineers (ASCE). Aaron is licensed in Indiana and Kentucky.
Natalie Schelling, PE (IN)

Natalie joined Commonwealth in 2016 after earning a B.S. in Civil Engineering from Trine University. Her professional experience includes the planning, design, and oversight of municipal infrastructure projects. Additionally, Natalie has experience using Hydraflow and AutoCAD Storm and Sanitary Analysis for hydraulic modeling to aid in the design of stormwater infrastructure. She is a licensed Water Loss Audit Validator and a licensed Professional Engineer in Indiana, a member of IWEA and AWWA, and serves on various Commonwealth Employee Committees.
Brian Wilson, PE (IN)

Brian Wilson, PE, joined Commonwealth Engineers in 2015 after earning a B.S. in Engineering from the University of Southern Indiana. Brian is a Project Manager whose responsibilities involve the planning and designing of wastewater collection projects. Brian’s primary strengths include SWMM modeling on multiple platforms, treatment plant hydraulic modeling, custom hydraulic analyses, pumping and surge mitigation systems, and combined sewer overflow treatment facilities. He also has in-depth experience with large-diameter collection system projects and various installation techniques, such as open-cut and trenchless construction methods. Brian is licensed in the State of Indiana and is an active member of the Indiana Water Environmental Association (IWEA) and the Water Environment Federation (WEF).
