OCRA Funding for Shared Goal of Stronger Infrastructure

Grandview, Connersville, and Windfall Receive Funding from OCRA Community Development Block Grants

The Town of Grandview received a visit yesterday from Community Liaison Johnny Kincaid and State Senator Daryl Schmitt, who delivered a $750,000 grant from the Indiana Office of Community and Rural Affairs (OCRA). The funding will support critical upgrades to the town’s wastewater treatment plant, including stabilizing lagoon dams and renovating key components of the lagoon system.

That celebration marked one of three big moments for our clients yesterday. Grandview, Connersville, and Windfall each received $750,000 through OCRA’s Community Development Block Grant (CDBG) to tackle vital water and wastewater projects. Lieutenant Governor Micah Beckwith’s office and OCRA announced the grant awards on March 2, 2026, as part of a statewide investment delivering more than $10.2 million to 15 rural communities.

“This funding empowers local leaders to address long-standing infrastructure needs and create safer, more vibrant places for families and businesses,” Lt. Governor Beckwith said.

OCRA Executive Director Fred Glynn echoed that focus on local leadership: “There is a clear commitment from local leaders to improve the quality of life for their residents.”

Grandview: Upgrading the Wastewater Lagoon System

Grandview secured $750,000 to complete improvements to its wastewater utility system. The town will stabilize lagoon dams and renovate key components of the lagoon system, strengthening the wastewater treatment plant and supporting reliable service for residents.

This project targets the kinds of foundational upgrades that keep communities running. Grandview’s improvements will protect infrastructure, boost long-term system performance, and help the town plan confidently for the future.


Connersville: Strengthening Water Service for Residents and Businesses

The grant originates from the U.S. Department of Housing and Urban Development’s Community Development Block Grant program and is administered in Indiana by OCRA. The City of Connersville was awarded $750,000 to make necessary upgrades to its water utility system, including improvements to water mains, hydrants, and valves. OCRA presented Mayor Chad Frank and Utilities Director Jeremy Wilson with the check.

Connersville’s work will focus on everyday reliability—stronger mains, better hydrants, and upgraded valves that help the system operate more efficiently and respond better during emergencies. These improvements also support economic development by reinforcing the infrastructure businesses depend on.


Windfall: Expanding Capacity and Improving Treatment

The Town of Windfall was also presented with a $750,000 check to increase the capacity of its wastewater treatment facility, improve the comprehensive aeration system, and install a sludge holding tank. State Senator Jim Buck, State Representative Heath VanNatter, and OCRA Community Liaison Lindsey Hammond joined Clerk-Treasurer Pam Long and Councilman Bill DeWitt for the check presentation.

Windfall’s project strengthens the community’s ability to manage wastewater effectively as needs grow. Increased capacity and aeration improvements will modernize the treatment process, and the new sludge holding tank will support more efficient operations and maintenance.
