Reminder: Indiana State Funding Requires Attendance at an Annual Regional Planning Meeting

In 2019, the Indiana General Assembly passed Senate Enrolled Act 4 (SEA 4) which required the IFA (Indiana Finance Authority) to hold regional planning meetings for utilities. The IFA administers the SRF (State Revolving Loan Fund), the newly created SWIF Grant program, and the new Transportation and Stormwater Grant Fund.

Utilities that wish to partake in any of these IFA funding programs are required to attend a regional planning meeting annually (by March 1 of each year) and before closing on financing with the State. This meeting can be a regional planning group that your utility already participates in or a scheduled meeting hosted by the IFA.

This requirement is for both Water & Wastewater Utilities who would like to receive funds/grants/loans through the State (including the new SWIF Grant Program and the Transportation Stormwater Grant Fund).

IFA hosted meetings are periodic, so even if your utility does not currently plan to pursue funding, it is recommended that you attend one meeting each year in case additional funding or grants of interest become available.

Scheduled meetings are posted on the IFA website along with more information about this requirement and a list of utilities who have already attended in 2021:  https://www.in.gov/ifa/3035.htm
