Spencer Breaks Ground on Wastewater Treatment Plant Expansion

JUNE 24, 2026 – SPENCER, Ind. — The Town of Spencer held a groundbreaking for the Spencer Wastewater Treatment Plant Expansion, a major infrastructure project designed to increase treatment capacity, modernize aging equipment, improve reliability, and support future community growth.

The project includes major upgrades to the Town’s existing wastewater treatment plant and collection system. The improvements will help address outdated equipment, increase system capacity, and support the demand for workforce housing and community development while maintaining strong environmental and regulatory standards.

Once complete, the expansion will increase the plant’s treatment capacity to accommodate 1,000 new homes in the Spencer area, from approximately 700,000 gallons per day to 880,000 gallons per day, helping the Town better meet current needs and prepare for future growth and opportunities in the Spencer and Owen County region.

The improvements are being financed through the Indiana Finance Authority (IFA) State Revolving Fund (SRF) Loan Program, with an estimated project value of approximately $10.8 million.
