Commonwealth Expands Kentucky Engineering Team with Addition of Joe Schepers, PE, SE as Project Manager

Veteran engineer and public-sector leader will serve clients from the firm’s Bowling Green office.

BOWLING GREEN, Ky. — October 5, 2026 — Commonwealth Engineers, Inc. is pleased to announce that Joseph “Joe” Schepers, P.E., S.E., has joined the firm as a Project Manager in its Bowling Green, Kentucky, office. Schepers brings more than three decades of engineering, municipal leadership, infrastructure planning, and project management experience to the role.

“Joe’s breadth of experience as an engineer, municipal leader and utility executive will be an immediate asset to our clients and our team,” said Vice President Toby Church. “His proven ability to lead complex infrastructure initiatives and build strong community partnerships aligns perfectly with our commitment to helping communities develop practical and lasting solutions.”

Schepers earned a Bachelor of Science in Civil Engineering from the University of Kentucky and began his career in structural bridge design. He later served the City of Owensboro as Assistant City Engineer and City Engineer, overseeing roadway improvements, stormwater upgrades, and major downtown revitalization projects.

Most recently, Schepers served as Executive Director of the Regional Water Resource Agency, where he led 85 employees, managed an annual budget of more than $60 million and oversaw two treatment plants and numerous capital projects. His experience will support Commonwealth Engineers’ work with communities on water, wastewater, and other critical infrastructure needs throughout Kentucky and the region.

Joe currently serves on several boards, including the Kentucky League of Cities Board of Directors; the Diocese of Owensboro Building Committee; the Sts. William and Lawrence Buildings and Grounds Committee; the Board of Directors for the Kentucky Chapter of APWA; as national delegate for APWA Region 3; and the Board of Directors for Green River Area Federal Credit Union.
