ADVERTISEMENT OF REQUEST FOR QUALIFICATIONS AND PROPOSAL

LOCUST STREET FORCE MAIN REPLACEMENT/REHABILITATION

General Notice

Regional Water Resource Agency (Owner) will be requesting Statements of Qualifications and Proposals from Construction Manager at Risk (CMAR) organizations (Proposers) for the construction of the following Project, and for related pre-construction and procurement CMAR services:

Locust Street Force Main Replacement/Rehabilitation

Project #S25105

Owner will receive printed Statements of Qualifications and Proposals demonstrating the Proposer’s qualifications and ability to provide CMAR services and construct the Project at the Regional Water Resource Agency located at 1722 Pleasant Valley Road Owensboro, KY 42301, until October 7, 2026 at 2:00 PM local time (Central Time Zone). Statements of Qualifications and Proposals will not be publicly opened at this time. After that time, Owner will no longer accept Statements of Qualifications and Proposals. See Requests for Qualifications and Request for Proposals for details on preparing and submitting the Statement of Qualifications and Proposals. Owner will evaluate Statements of Qualifications and setup interviews with the top scorers.

The CMAR Contract will include the following services and Work:

  • Preconstruction services assisting in the design from 55% to 100%.
  • Procurement services for materials and Subcontractors.
  • Construction management of approximately 13,000 lineal feet of 36-inch force main.

Obtaining the Proposal Documents

The Issuing Office for the Proposal Documents is: Commonwealth Engineers, Inc., 922 State Street #400, Bowling Green, KY 42101. Prospective Proposers may examine the Proposal Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Proposal Documents from the Issuing Office as described below. Prospective Proposers may also examine the drawings via the Web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com.

Proposal Documents also may be examined at the David W. Hawes Wastewater Treatment Plant, 1722 Pleasant Valley Road, Owensboro, KY 42303, on Mondays through Fridays between the hours of 7:00 a.m.- 3:30 p.m.

The Contract Documents, Specifications and Drawings will be provided via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com. The plan holder will receive an email link to the PDF downloadable documents upon payment of a non-refundable fee of One Hundred Fifty and 00/100 Dollars ($150.00) plus 6% sales tax.

One set of printed Contract Documents, Specifications and Drawings may be obtained upon payment of an additional non-refundable fee of Two Hundred and Fifty and 00/100 Dollars ($250.00) plus 6% sales tax, via the web-based service of Commonwealth Engineers, Inc. at www.commonwealthengineers.com. Requests for Contract Documents and Specifications and Drawings must also include a return street address; post office box numbers are not acceptable.

Contract Documents will not be sold separate from the web-based service (i.e. All plan holders will be required to purchase through the web-based service). Partial sets of Contract Documents, Specifications and Drawings are not available. Questions concerning access to the website may be directed to Commonwealth Engineers, Inc. at (317) 888-1177.

All addenda, which may be issued for this Project, will be issued to each plan holder via email. For those whom also purchase printed Contract Documents, printed addenda will be provided as well. All plan holders shall note, the printed documents are provided as a courtesy and do not preclude the plan holder from relying upon the web/email based materials (i.e. delays in mail delivery will not be considered relevant due to all contract document holders access to materials via web/email).

No refunds will be issued for this project.

The OWNER reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any and all informalities in bidding. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified shall not be considered. NO proposal may be withdrawn after the scheduled closing time for receipt of proposals for at least sixty (60) days. Proposals must be accompanied by a Proposal Bond in an amount equal to 5 percent of Proposer’s Estimated Guaranteed Maximum Price.

Neither Owner, Owner’s Advisor, nor Engineer will be responsible for Proposal Documents, including addenda, if any, obtained from sources other than the official designated website or Issuing Office indicated above.

Pre-proposal Meeting

A pre-proposal meeting for the Project will be held on September 22, 2026 at 10:00 A.M. CST at the David W. Hawes Wastewater Treatment Plant located at 1722 Pleasant Valley Road, Owensboro, KY 42303.

Compliance Requirements

CMAR must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act. CMAR must comply with the President’s Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. This project will be in compliance with Executive Order 11246 (Equal Employment Opportunity) as amended. The CMAR/Subcontractor will comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the time tables and goals set forth in 41 CFR 60-4. The CMAR will make positive efforts to use small, minority, women owned and disadvantaged businesses.

This procurement will be subject to DOW Procurement Guidance including the Davis-Bacon Act. The contract is being funded in part with a SRF loan. The award will be made to the lowest, qualified, responsive, responsible CMAR.
